Who We Are
Learn about AEDO’s role in coordinating, resourcing, and supporting the research, development and demonstration of technologies to support Singapore’s decarbonisation goals.

Our Role
The Advanced Energy and Decarbonisation Office (AEDO) is Singapore’s national platform for coordinating and supporting the research, development, and demonstration (RD&D) of technologies to support Singapore’s decarbonisation goals.
AEDO serves as the Implementing Agency for the S$800 million Decarbonisation Grand Challenge (DGC) under Singapore’s Research, Innovation and Enterprise 2030 tranche of funding (RIE2030*).
AEDO builds on the foundations established by the Low-Carbon Energy Research Coordinating Office (LCER CO), with an expanded mandate, spanning research, industry engagement, technology translation and deployment.
*RIE2030 is Singapore’s $37 billion national five-year plan (2026 to 2030) to drive research, innovation, and enterprise across strategic sectors.
What We Do
As a one-stop programme office for decarbonisation and grid research, development, and demonstration (RD&D), AEDO provides funding for research and development (R&D) and test-bedding within the focus areas of industry decarbonisation, power decarbonisation and power system enablers.
AEDO also serves as the bridge between academia and industry – connecting industry to our world-class research capabilities, and researchers to global industry partners who can sharpen their technology development, collaborate on projects and license and commercialise locally-developed Intellectual Property (IP).
Our Key Functions
Working across government, academia, and industry, AEDO’s key functions include:
Engaging industry to understand technology needs, identify opportunities for collaboration and connect research with real-world applications;
Administering funding opportunities across a variety of modalities;
Project-managing funded R&D projects across their lifecycle;
Supporting technology piloting and translation through platforms such as Low Carbon Technology Translational Test-bed (LCT3), Electrification and Power Grids Centre (EPGC), and Singapore Pilots for Energy & Enterprise Decarbonisation (SPEED), helping promising technologies progress towards demonstration and deployment; and
Facilitating technology licensing and commercialisation.
Funding under the DGC spans Technology Readiness Levels (TRLs) 1–8, providing a pathway for promising technologies to progress from research towards real-world application.
AEDO Is Co-Led Across Two Complementary Teams
Research & Development (R&D)
Led by John Chen, Executive Director (R&D), focuses on advancing research, development, and piloting of TRL 1–6 decarbonisation technologies.
Singapore Pilots for Energy & Enterprise Decarbonisation (SPEED)
Led by Eugene Kwok, Executive Director (SPEED), focuses on the commercial scale-up and demonstration of TRL 6–8 decarbonisation technologies.
Together, AEDO’s R&D and SPEED teams enable AEDO to take an end-to-end view of technology development, ensuring research priorities are aligned with industry needs and supporting technologies as they progress from early-stage R&D towards scale-up and demonstration.
